Luther Sloan, Section 31 operative

Section 31 was a secretive organization working behind the scenes for the members of the alliance of planets known as the Federation. They use unlawful methods (brainwashing, torture, genocide) to ensure the continued existence of the Federation. The mysterious Mr. Sloan (William Sadler) is one of their top operatives. The organization was introduced on episode "Inquisition."

In an effort to battle the Federation's newest nemesis, the Dominion (a race of shape-shifters), Sloan recruited the talents of DS9's Dr. Julian Bashir (Siddig Al Fadil). Sloan seduced Bashir into the fold because he knew he "loves secrets and Sloan is a man of secrets."

The Section 31 organization appeared in a series of novels, including:
